GEN 1.2 ENTRY, TRANSIT AND DEPARTURE OF AIRCRAFT

1 General

1.1 International flights into, from or over Doha FIR shall be subject to the current Qatar regulations relating to civil aviation. These regulations correspond in all essentials to the Standards and Recommended Practices contained in Annex 9 to the Convention on International Civil Aviation.
1.2 Aircraft flying into or departing from the territory of Qatar, shall make their first landing at, or final departure from an international aerodrome (see Qatar AIP page AD-1.3, AD-2.OTBD and AD-2.OTHH).
1.3 All carriers and aircraft operators are required to provide insurance in respect of passengers, baggage, cargo and third parties in accordance to Qatar Civil Aviation Law No. 15 of year 2002 (as amended). This insurance cover shall not be less than the internationally recognized criteria and acceptable to Qatar Civil Aviation Authority.

2 Civil scheduled flights

2.1 General
2.1.1 Before a scheduled service is permitted to operate into State of Qatar, it must be appropriately covered by a bilateral or multilateral agreement with the Qatar Civil Aviation Authority (QCAA). All scheduled flights are subject to prior approval.
2.1.2 Any airline intending to operate to the State of Qatar with aircraft types ILYUSHIN, TUPOLEV, ANTONOV and YAK, are required to provide the Qatar Civil Aviation Authority (QCAA) with the relevant certificates of Airworthiness, Insurance and Radio/Station License at least seventy-two (72) hours before the intended operation.
2.1.3 Any designated airline intending to start operations to the State of Qatar should submit as a pre-requisite to granting approval, the following documents for review and acceptance:
  1. Official letter from the Airline requesting permission to operate (letter of Intent)
  2. Air Operator's Certificate (A.O.C) and Operating Specification
  3. Certificate of Airworthiness
  4. Certificate of Registration
  5. Insurance Certificate
  6. Noise Certificate
  7. Radio Certificate (Station License)
  8. Lease Agreement in case of Leased Aircraft
  9. GSA Agreement and Letter from GSA
  10. Schedule
  11. Air Operator Security Programme (AOSP)

Once reviewed and accepted, QCAA would send the Advance Risk Assessment System (ARAS) APP/PNR Documents to the Airline.

2.2 Application for traffic landings
2.2.1 Only the designated airline operator may apply for the permission to operate scheduled flights.
2.2.2 All approved airlines should apply for their seasonal and ad-hoc schedules/slot approval as per the IATA Chapter 6 format and according to the IATA calendar deadlines to the following e-mail addresses:

2.2.3 Changes to approved schedule/slots should be requested as per IATA Chapter 6 format up to one day prior to day of operation. Changes to approved schedule/slots on the day of operation will not be handled through the schedule/slots approval process and any diversion from the approved schedule/slots will be considered as slot misuse.
2.2.4 Airline operators are to ensure that the following certificates shall remain valid and carried on-board the aircraft at all times.
  1. Certificate of Registration
  2. Certificate of Airworthiness
  3. Air Operator's Certificate
  4. Certificate of Insurance
  5. Radio Station License
  6. Noise Certificate
2.3 Documentary requirements for clearance of aircraft
2.3.1 It is necessary that the under mentioned aircraft documents be submitted by aircraft operators for clearance on entry and departure of their aircraft to and from Qatar. All documents listed below must follow the ICAO standard format, set forth in Appendices to Annex 9.

2.4 Operational requirements
2.4.1 Operators are required to submit their flight plan in sufficient time to ensure receipt by Doha ATC (See addressing of FPL messages in ENR-1.11), a minimum of:
  1. For arriving flights, a minimum of one (1) hour prior to departure from aerodrome of origin.; and
  2. For departing flights, a minimum of one (1) hour in advance of EOBT for the aircraft's departure from Doha International/Hamad International airport.
2.5 Aircraft handling services
2.5.1 Operators are required to contact Qatar Aviation Services (QAS) for all ground handling services, on the given address specified under GEN 1.1.9
2.6 Application for overflying traffic
2.6.1 For aircraft registered in ICAO contracting state and having bilateral air transport agreement with the State of Qatar, there is no requirement of permission to overfly the territory of the State of Qatar.
2.6.2 However, the aircraft operator of such aircraft shall provide following information prior to operation to the email addresses airlines.affairs@caa.gov.qa and doha.comm@caa.gov.qa:
  1. Name of the operator
  2. Flight number/callsign
  3. Fleet list (Type of aircraft, Registration and MTOW)
  4. Days of operations
  5. Purpose of flight
  6. Nature of cargo
  7. Schedule of operations, ATS route with entry/exit points of Doha FIR, flight level and timings in UTC
  8. Billing details including the contact address and the relevant email address.
2.6.3 Operator shall follow the requirements of flight planning as prescribed in ENR 1.10 and ENR 1.11.
2.6.4 Aircraft not registered in an ICAO contracting state and not covered with bilateral Air Transport Agreement with the State of Qatar, must obtain prior permission to overfly the territory of the State of Qatar from the QCAA at least seventy-two (72) hours in advance of the intended flight taking place.
2.6.5 Such applications or requests must reach airlines.affairs@caa.gov.qa, doha.comm@caa.gov.qa e-mail addresses and to the addresses specified under GEN 1.2 subsection 2.1.4
2.6.6 All applications/requests must include the information as required at GEN 1.2 subsection 2.6.2.
2.6.7 The aircraft operator intending to overfly Doha FIR (outside of territory of the State of Qatar) there is no requirement of overfly permission. However, the aircraft operator of such aircraft shall provide following information prior to operation to the email addresses airlines.affairs@caa.gov.qa, doha.comm@caa.gov.qa and accounts.receivable@caa.gov.qa:
  1. Name of the operator
  2. Flight number/callsign
  3. Fleet list (Type of aircraft, Registration and MTOW)
  4. Days of operations
  5. Purpose of flight
  6. Nature of cargo
  7. Schedule of operations, ATS route with entry/exit points of Doha FIR, flight level and timings in UTC
  8. Billing details including the contact address and the relevant email address.
2.6.8 Operator shall follow the requirements of Flight Planning as prescribed in ENR 1.10 and ENR 1.11

3 Civil non-scheduled flights

3.1 General
3.1.1 If an operator intends to perform a non-scheduled flight into the State of Qatar for the purpose of taking on or discharging passengers, cargo or mail, or flight in transit across the state, it is necessary for the operator to obtain prior landing/overflying permission from the QCAA.
3.2 Application for traffic landings
3.2.1 Operators are required to submit their requests for non-scheduled flights at least seventy-two (72) hours before the intended flight takes place. Such applications must include the following information in the order shown hereunder:
  1. Name of the operator
  2. Aircraft callsign
  3. Type of aircraft and MTOW
  4. Aircraft registration
  5. Date and time of arrival at, and departure from Doha International/Hamad International airport
  6. Place or places of embarkation or disembarkation abroad of passengers and/or freight
  7. Purpose of flight and number of passengers and/or nature and amount of freight
  8. Email and address for billing purpose
  9. Name, address, and business of charterer, if any
  10. Name and nationality of lead passenger as well as all accompanying passengers.
3.2.2 All Non-Scheduled flights should apply for schedule/slot approval as per IATA Chapter 6 format to the following e-mail addresses:

3.2.3 Also, operators are to ensure that the following certificates shall remain valid and carried on board at all times.
  1. Certificate of registration
  2. Certificate of airworthiness
  3. Air operator's certificate
  4. Certificate of insurance
  5. Radio station license
  6. Noise certificate
3.2.4 All applications shall be submitted to the address specified under GEN 1.2 subsection 2.1.4.
3.3 Documentary requirements for clearance of aircraft
3.3.1 Same requirements as specified under GEN 1.2 subsection 2.3.
3.4 Operational requirements
3.4.1 Same requirements as specified under GEN 1.2 subsection 2.4.
3.4.2 Operators are required to include their landing/overflying clearance number, under RMK/ in Item 18 of the flight plan.
3.4.3 Operator shall ensure that the operator name is included under OPR/ in item 18 of ATC Flight Plan.
3.5 Aircraft handling services
3.5.1 Operators are required to contact Qatar Aviation Services (QAS) for all ground handling services, on the given address specified under GEN 1.1 subsection 9.
3.6 Application for overflying traffic
3.6.1 If an operator intends to perform a non-scheduled flight for the purpose of transit across (overfly) territory of the State of Qatar, it is necessary to obtain prior overflying permission from the QCAA at least forty-eight (48) hours before the intended flight takes place.
3.6.2 Such applications or requests must reach to airlines.affairs@caa.gov.qa, doha.comm@caa.gov.qa e-mail addresses and to the address specified under GEN 1.2 subsection 2.1.4. All applications/requests must include the following information:
  1. Name of the operator
  2. Flight number/callsign
  3. Purpose of flight
  4. Nature of cargo
  5. ATS route with entry/exit points of Doha FIR, flight level and timings in UTC
  6. Billing details including the contact address and the relevant email address.
3.6.3 Operator shall follow the requirements of flight plan as prescribed in ENR 1.10 and ENR 1.11. Operator shall ensure that operator name is included under “OPR/” in item 18 of ATC Flight Plan.
3.6.4 If an operator intends to perform a non-scheduled flight for the purpose of transit across (overfly) Doha FIR (outside of territory of the State of Qatar), there is no requirement of overfly permission.
However, the aircraft operator of such aircraft shall provide following information prior to operation to the email addresses airlines.affairs@caa.gov.qa, doha.comm@caa.gov.qa and accounts.receivable@caa.gov.qa:
  1. Name of operator
  2. Flight number/callsign
  3. Purpose of flight
  4. Nature of cargo
  5. ATS route with entry/exit points of Doha FIR, flight level and timings in UTC
  6. Billing details including the contact address and the relevant email address.
3.6.5 Such operator shall follow the flight plan requirement as mentioned at GEN 1.2 subsection 3.6.3.

4 Technical landings

4.1 General
4.1.1 If an operator intends to carry out a technical landing flight into the State of Qatar, it is necessary for the operator to obtain prior permission for landing.
4.2 Application for traffic landings
4.2.1 The application must include the following information in the order shown hereunder:
  1. Name, address and nationality of the operator;
  2. Type, registration marks and carrying capacity of aircraft;
  3. Purpose of flight and name of passengers;
  4. Details of route, points of landing and final destination;
  5. Date and time of arrival at, and departure from Doha International/Hamad International airport;
  6. Name, address and telephone number of operator's local agent (if applicable); and
  7. Any other information that may be significant to the proposed technical landing.
4.2.2 All applications shall be submitted to the address specified under GEN 1.2 subsection 2.1.4.
4.3 Documentary requirements for clearance of aircraft
4.3.1 Same requirements as specified under GEN 1.2 subsection 2.3.
4.4 Operational requirements
4.4.1 Same requirements as specified under GEN 1.2 subsection 2.4.
4.4.2 Operators are required to include their landing/overflying clearance number, under RMK/ in Item 18 of the flight plan.
4.5 Aircraft handling services
4.5.1 Operators are required to contact Qatar Aviation Services (QAS) for all ground handling services, on the given address specified under GEN 1.1 subsection 9.

5 Air ambulance flights

5.1 General
5.1.1 If an operator intends to carry out an Air Ambulance flight for the purpose of medical evacuation (MEDEVAC) into the State of Qatar, do not necessarily required to obtain prior permission from the QCAA provided, that a standard ICAO flight plan is filed with following information shown hereunder:
  1. Insert, STS/MEDEVAC in item 18 of the flight plan;
  2. Insert the duration of stay and the intention to take on or discharge a medical case passenger or any intended movement of on-board personnel, under RMK/ in item 18 of the flight plan.
5.1.2 It is the responsibility of the MEDEVAC operator to ensure that all the customs and immigration requirements/formalities are appropriately completed.
5.2 Aircraft handling services
5.2.1 Operators are required to contact Qatar Aviation Services (QAS) for all ground handling services, on the given address specified under GEN 1.1 subsection 9

6 Diplomatic clearance for foreign state aircraft

6.1 General
6.1.1 All foreign Diplomatic and State aircraft (VIP flight) intending to land at or in transit across (overfly) the State of Qatar are to obtain diplomatic clearance from the Ministry of Foreign Affairs, on the following address given below, unless alternate arrangements has been made:

6.2 Operational requirements
6.2.1 Same requirements as specified under GEN1.2 subsection 2.4.
6.2.2 Operators are required to include their landing/overflying clearance number, under RMK/ in Item 18 of the flight plan.
6.3 Aircraft handling services
6.3.1 Operators are required to contact Qatar Aviation Services (QAS) for all ground handling services, on the given address specified under GEN 1.1 subsection 9.

7 Military flights

7.1 General
7.1.1 All military aircraft intending to transit across (overfly) territory of the State of Qatar or to land at Qatar aerodromes are required to obtain prior approval from the State of Qatar.
7.1.2 All applications shall be submitted to the following addresses:

7.1.3 Operator shall follow the requirements of flight planning as prescribed in ENR 1.10 and ENR 1.11.

8 Test flights

8.1 General
8.1.1 All applications for test flights are subjected to prior approval.
8.2 Application for traffic landings
8.2.1 All applications are to be made at least 2 hours but not more than 2 working days in advance. If notice is not complied with, the application may not be considered.
8.2.2 Applications should provide details as listed in the order shown hereunder:
  1. Aircraft Callsign;
  2. Aircraft Registration;
  3. Type of Aircraft;
  4. Date, time (UTC) and duration of flight; and
  5. Point of Departure and Arrival.
8.2.3 All applications should be submitted to the following address:

8.2.4 Applicants should ensure the documents as listed below are remain valid during the flight.
  1. Certificate of Registration;
  2. Certificate of Airworthiness; or
  3. A permit to fly (issued by QCAA) in the absence of valid Certificate of Airworthiness.
8.3 Operational requirements
8.3.1 Requirements on flight planning are specified under ENR 1.10

9 Public health measures applied to aircraft

In relation to public health measures in the State of Qatar, the pilot in command of an aircraft shall report by radio to the ATC of the intended airport of arrival when the following arises:

  1. Presence of person(s) on board of an aircraft of whom he knows or has reason to suspect are suffering from a disease.
  2. Conditions on board which may lead to the spread of disease.
