GEN 1.4  ENTRY, TRANSIT AND DEPARTURE OF CARGO

1  Customs requirements concerning cargo and other articles

1.1  Imports
1.1.1 All air cargo shipments are subjected to Customs formalities.
1.2  Trans-Shipments
1.2.1 As regards, air cargo being trans-shipped from one flight to another flight at the same international airport under customs supervision.
1.2.2 In the case of cargo and other articles being transferred from one international airport to another international airport in the State of Qatar are subjected to Customs formalities.
1.3  Exports
1.3.1 In the case of food items being exported, a Health Certificate of Fitness issued by the Public Health Department is required.
1.3.2 No special documents are required in respect of goods being exported by air from the State of Qatar, other than a declaration of value.

2  Agricultural quarantine requirements

2.1  Imports
2.1.1 Advance permission is required from the General Department of Agriculture Research and Development (Department of Animal Resources) for the importation of:
  1. Animals, animal products, birds, bird products, meat, meat products and veterinary biological products;
  2. Fish (for consumption and live fish for aquaria), fisheries products (in all forms) and all types of aquatic animals;
  3. All types of plants and plant parts including cuttings, seeds and bulbs; and
  4. All kinds of organic fertilizers containing animal and plant substances.
2.1.2 All applications should be submitted to the following address:

2.2.1 Requirements specified under “GEN 1.4” item  2.1 (above) shall be applied.

3  Requirements for the carriage of dangerous goods in aircraft

3.1  Dangerous goods
3.1.1 Transport of Dangerous Goods by air shall be conducted in accordance with the provision of Annex V (Part SPA) Sub Part G of QCAR 002/2016 and QCAR 010/2017 requirements. Dangerous Goods shall only be transported into, out of and/or over the territory of the State of Qatar by an operator authorized to transport Dangerous Goods by the State of the Operator.
3.1.2 The granting of a specific approval or exemption to transport Dangerous Goods under special circumstances, is subjected to compliance with ICAO Annex 18 to the Convention of International Civil Aviation and the latest edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air.
3.1.3 All applications should reach QCAA at least ten (10) working days before the intended flight on which the Dangerous Goods requiring a specific approval or exemption are to be transported.
3.1.4 For flights transporting normally forbidden explosives when the State of Qatar is the State origin, transit, or destination, Doha International Airport (OTBD) shall be used. However, Hamad International Airport (OTHH) may be selected and specified as an en-route and/or destination alternate aerodrome in the operational and ATS flight plans.
3.1.5 The following documents shall be submitted with the application form (available from QCAA website https://www.caa.gov.qa):
  1. Dangerous goods transport document (shipper’s declaration);
  2. Airway bill;
  3. Commercial invoice; and
  4. Safety Data Sheet (SDS) or Class 1 (explosive) classification document issued by an appropriate national competent authority, as applicable.
3.1.6 All applications should be submitted to:
3.2  Reporting of accident/incident relating to dangerous goods
3.2.1 Operators are required to submit a written report to QCAA within seventy-two (72) hours of the occurrence of any Dangerous Goods accident, incident or the finding of any undeclared or misdeclared Dangerous Goods as required by QCAR Air OPS 002/2016; AMC1 CAT.GEN.MPA.200(e).
3.2.2 The report required shall contain such of the following information as is appropriate to the occurrence:
  1. Operator;
  2. Date and Local time of occurrence;
  3. Flight date;
  4. Flight Number;
  5. Departure aerodrome;
  6. Destination aerodrome;
  7. Aircraft type;
  8. Aircraft Registration;
  9. Location of the occurrence;
  10. Origin of the Goods;
  11. Description of dangerous goods including details of injury, damage, etc.;
  12. Proper shipping name (Including the technical name);
  13. UN/ID No.;
  14. Class/Division or Category (Class 7 only);
  15. Subsidiary risk;
  16. Packing Group;
  17. Type of Packing;
  18. Packaging specification marking;
  19. Number of packages;
  20. Quantity (or Transport Index, if applicable);
  21. Reference number of the airway bill;
  22. Reference number of Currier pouch, baggage tag or passenger ticket;
  23. Name and address of the shipper, agent, passenger etc.;
  24. Other relevant information (including suspected cause, any action taken);
  25. Name, title, company, address, telephone number and e-mail address of the person making report; Reporters reference, date, signature; and
  26. Description of the occurrence (Continuation).
